My pompoms are made using plastic semi-circles which can be bought as kits. They are made in Japan by Clover, although I think other companies in the UK do similar ones.

diagram from pompom kit Pompoms are easy to make and the kits come with instructions. Basically you wind the wool round two semi-circles held together. The semi-circles slot together to form an entire circle and you cut the wool between the plastic rings, tie wool around and fasten, take away the plastic pieces and you are left with a pompom!.
I then put them through a wash cycle in the washing-machine and they form fairly solid felted balls. photograph of felted pompoms
Above is the way I make them, but there is an old fashioned way of making them by using two circles of cardboard, held together, with a round hole in the middle (you can make this yourself). The wool is wound around the card circles through the hole in the middle. You then cut the wool between the two bits of cardboard, tie tightly around the middle and fasten, take the cardboard away and again you are left with a pompom!
